Clean up recipes

This PR:

• removes deployment-specific recipes and add generic recipe templates.
• add post-processing recipes into recipes_postproc, move near-real-time recipes to recipes_nrt

@LOCEANlloydizard : I left the deploy/params_cps_test.yaml in place and maybe you could decide what to do with them after the CPS flows are running?

Tasks

• remove deployment-specific recipes

• add inline comments for recipe templates -- thinking we can add this in a separate PR

=> i merged the CPS recipe changes in #14, then moved/renamed the files under recipes_nrt/cps in #16!
the CPS recipe still need a bit of work to be in a final state, but its in the final place at least; will update soon, cheers!
