This commit downloads specs and tests from GitHub when they're not available on the Artifacts API. The Artifacts API only keeps a certain number of recent versions available, making it difficult to work with older versions.
These specs are no longer replaced when downloading new specs, or referenced when generating the client, so removing them

Since this is a community submitted pull request, a Jenkins build has not been kicked off automatically. Can an Elastic organization member please verify the contents of this patch and then kick off a build manually? |
