Re-styled SCORE authoring and made layout more robust

Details

  • Completely re-created three pane layout and Resources & Actions pop-up pane
  • Added new icons
  • Shifted elements on the page
  • Added new faded background styling

TODO

  • Ensure drag and drop of each element works as appropriately
  • Ensure adding or re-ordering phases, resources, etc. work
  • Ensure no new console errors (only previous form error for AI modal--will fix that separately in the future)
