Register openmoq/moq-playa (the @moqt TypeScript packages) as an interop test client. It runs over WebTransport (https://), negotiating draft-18 via the WebTransport subprotocol; the image is published by the moq-playa repo CI as ghcr.io/openmoq/moq-playa-interop-client.
