⚡ Bolt: Optimize file loading memory usage

⚡ Bolt Optimization:

• What: Switched from file.read().decode() to io.TextIOWrapper(file) for load_mgf and load_mztab.
• Why: Reading the entire file into memory and then decoding it doubles (or triples) memory usage, which is critical for large proteomics files (MGF). Streaming the decoding is much more efficient.
• Impact: Significant memory reduction for large file uploads.
• Verification: Added tests/test_streaming_io.py to ensure pyteomics parsers work correctly with TextIOWrapper. Ran all tests.
