Description
We actually fetch precompile contracts(!!) in order to touch them and transfer value to them. But if the value transfer is 0, there is no point I think? The fetch ACTUALLY happens via RPC which is slow.
There was even some discussion about this in Geth (beware hard to follow): ethereum/EIPs#716
