fix: allow scheduled evi runs to open ready pull requests

Summary

• Allow scheduled Evi runs to create ready or draft PRs without approval in the configured repository.
• Keep approval for other repositories and preserve the existing caller and write gates.
• Add 14 regression tests and correct the schedule note.

• Full typecheck is blocked by the telemetry app’s missing vue-tsc executable.
• No changeset: changes are confined to apps/evi.
