lar, remove CGAL, add namespace Triangulation, split debug and release builds to seperate folders, add tests for point within inscribed circle, add tests for ccw sorting.

Remove CGAL dependency and let namespace rasputin contain raw skeleton using boost geometry functions which depend on general traits defined in boost::geometry::traits
