CIF Parser

• This PR introduces a CIF file parser.
• The CIF format is now the default for the PDB and is a far better match for holding data as it is essentially a set of tabular data.
• Its highly used by Molstar
• This parser takes inspiration from noodles::fastq
• Currently building on top of Polars which makes parsing easier but Im not sure is the best long term (e.g. the deps keep balooning ).
