adds the documentation button to the top banner adds report bug and request feature buttons to the description
use litellm's inbuilt retry and cool-down mechanism to implement retries on failure
Due to an additional square braces, the top banner image is not rendering on pypi. attempting to fix it by removing the square braces surrounding the image
