Add FINOS project blueprint contents

Description

This PR aligns this repository with the FINOS project blueprint contents.
Changes proposed:

• add CODE_OF_CONDUCT.md file + GitHub issue templates to .github/ directory
• remove mention of 'all rights reserved' from licenses and file headers
• adapt CONTRIBUTING.md file to contain FINOS governance policies + mention of EasyCLA
• add copyright info to license file
• add LICENSE.spdx file
• add FINOS to NOTICE file
• add FINOS incubating badge to README.md + summary of License and Contributing steps

Checklist

• Added tests that cover your change (if possible)
• Added/modified documentation as required (such as the README.md, or the docs directory)
• Manually tested
• Made sure the title of the PR is a good description that can go into the release notes
