jsFiles paths and the chart_pregenerator-only override are project- specific and vary per consuming repo, so they don't belong here. Export a function that takes the caller's file globs instead, keeping only the genuinely shared plugins/rules/settings in this package. Verified _paq and the npm_lifecycle_event-gated webpack.config.js pattern (behind the disabled import/no-unresolved rule) against freedom.press and securedrop.org before keeping them shared.
