WIP: Hugo migration (untested!)

The website uses a custom webserver which I did not change

Using a static upstream hugo version instead of the one shipped with alpine might be better as we can use latest alpine with exact HUGO, instead of holding back Alpine.

I did not test this as my build fails due to obscure access restrictions.

The only change should be a newer HUGO version (Alpine ships some outdated release candidate, we use 0.152.0), the binary is in the PATH of a standard alpine container.

Unlike with other websites we modify our hugo-container image further by adding packages. This should be no problem though.
