normalize-see-linksleaves an@seedescription unchanged when its trimmed content is only a lowercasehttp:orhttps:URL. This adds a default-offwrapBareUrlsoption that wraps that form in a plain{@link ...}, while labeled links, URLs in prose, non-HTTP targets, and existing defaults stay unchanged. It does not invent labels, andcanonicalFormcontinues to control only existing labeled inputs. Follow-up to #1631 and #1725.
