feat: localize current dashboard core surfaces

Summary

Continues #61 by migrating representative CurrentDashboard presentation surfaces to the deterministic GUI localization catalog.

Included

• locale propagated from App to CurrentDashboard as a presentation-only prop;
• canonical English + deterministic Italian for header, intro, target metadata, active-anomaly summary, wheel-state labels and Markov ranking;
• localized accessibility labels for digit/state presentation;
• domain/application values remain raw and untranslated;
• bridge.current() remains a zero-argument call, so locale does not enter bridge/application payloads;
• catalog tests cover EN/IT dashboard labels and explicitly reject domain values as presentation keys.

Boundary

Coverage-hits, consensus, anomaly-detail and next-draw presentation remain for the next reviewable sub-slice. No bridge or Python contract changes.
