feat: complete current dashboard localization

Summary

Completes #61 Gate 2B by localizing the remaining CurrentDashboard presentation surfaces.

Included

• coverage-hits headings, explanatory prose and table labels;
• cross-wheel consensus headings, prose and table labels;
• active-anomaly detail labels and empty state;
• next-draw validation labels, prose and empty state;
• canonical English + deterministic Italian via the shared GUI presentation catalog;
• domain/application values remain raw and untranslated, including wheel names, anomaly categories/states/signatures, probabilities, counts, rankings and Lotto numbers;
• bridge.current() remains a zero-argument call and locale remains presentation-only;
• tests extend EN/IT catalog coverage and explicitly keep representative domain values outside the catalog.

Boundary

No bridge, Python application, domain or structured payload contract changes.
