fix: map web billing terms to server offers - #566

The account panel exposes monthly and annual terms, while the billing API accepts canonical catalogue offer names. Map the selected term for quote requests and preserve the server returned offer for checkout. Keep founding quotes displayable, but leave cohort assignment to the shared personal and sponsored allocator work.

Why
The web account panel submitted
monthlyorannualto the personal quote endpoint, while the server accepts canonical catalogue offers such asstandard_monthlyandstandard_annual. As a result, the hosted billing quote flow could not proceed from the web UI.Changes
Scope
This repairs standard personal quote requests. It does not assign founding places or change offer selection. Founding allocation must use the shared personal and sponsored capacity ledger before hosted sales are enabled.
