Restructure for Cumulus consolidation

• Project management and builds with uv
• Unit tests moved to pytest
• ruff linting and styling
• Schema
• Typing
• Eliminate lambda or ECS Terraform module and any associated exclusive code per findings of CUMULUS-4493
• Revise build scripts, Terraform, and package.json
• Cleanup tests and dev dependencies in Dockerfile post-build

This should get DMRPP Generator as compliant and consistent as possible with Cumulus' best practices. The pyproject.toml, Terraform modules, readme, and build scripts will need to be modified again prior to lifting the task into the Cumulus repo. Docker-in-docker issues may be encountered in Cumulus Bamboo CI and require a workaround.
