Improve new Ports view

We intro new Ports view as an experimental feature, which can be enabled by setting gitpod.experimental.portsView.enabled to true in browser vscode settings.

And got some feedbacks

• Drag and drop portsView to left sidebar, icon missed
• Enable it in setting, but still need to reload window to make it visible
• Should set experiment value default true in insider vscode
• Ports view first opening is very slow than previous Remote Explorer #11426
• Show Ports tab on startup without focus Not going to do it, since Terminal needs to be the default selection
• Remove sort by port's number
• Prompt a Try it out notification while users are using the previous Remote Explorer We remove try it out prompt see also internal chat
• Remove previous Remote Explorer once we enabled experimental feature
• CHANGELOG as a part of Epic Epic: In Product Changelog - VS Code only #7537, we will continue this here
• Close issue Epic: unify ports view between web and desktop #7408 after this one finished
