Support Windows build and test

Hi,
this PR adds support for building and testing on windows environment.

The focus has been to :

• applying the minimum number of changes required
• minimize the number of dependencies added
• keeping the moon source dependencies untouched so they can be updated freely

In fact the changes applied are only relative to the glue code in wasmoo_extern.rs and lib.rs files under the "moon_wasm" folder.

The CI workflow has also been updated for windows support.

Please review and advise for any necessary changes.
