cibuildwheelto v2.20.0, the first version that enables py3.13 builds by default.It may be preferred to target v2.21.3 (uses
py3.13.0instead ofpy3.13.0rc1), or v2.22.0 (current latest), though >=v2.21.0 would alter some supported macOS versions.This would also be resolved by #1080.
Combined with #1085, this should resolve #1069, #1076, and #1083.
