chore(ci): Disable support for py3.9 and enable support for py3.13
This PR removes support for py3.9 for the library and enables support for py3.13
This is being done as py3.9 is at end-of-life
As a part of this PR, the cloudbuild trigger for integrations tests for py3.9 has been disabled and removed from required check in the main branch protection rules.
