Fixed Fasting Schema setting

This release contains fix for setting old or new fasting schema. Old fasting means fasts till noon for acharyas and a few other personalities. New fasting means fasting rules based on Hard Bhakti Vilasa.

Fixed DST determination

There was erroneous determination of DST system for timezones without DST system.
