Bump the OpenTelemetry log modules to v0.21.0 (and the otel core modules they require to v1.45.0) in the root module and apps/historian, and golang.org/x/crypto to v0.56.0 in apps/historian (the root module already had it). Fixes: - CVE-2026-56855 (golang.org/x/crypto) - CVE-2026-78662 (golang.org/x/crypto) - CVE-2026-81871 (go.opentelemetry.io/otel/exporters/otlp/otlplog/otlploggrpc) - CVE-2026-81872 (go.opentelemetry.io/otel/sdk/log) CVE-2020-8911 (github.com/aws/aws-sdk-go) has no upstream fix. The vulnerable service/s3/s3crypto package is not imported by any module in this repo; aws-sdk-go is only used by the SNS receivers. Refs grafana/alerting-squad#2185

Add the missing /go.mod checksum lines for the bumped modules so the historian module resolves outside the workspace and with -mod=readonly.
