When OIDC is enabled with disable_local_auth, users have no local password, so the user settings page no longer offers to change it. Partially addresses gramps-project#953.

When OIDC is enabled with
disable_local_auth, users sign in only through the identity provider and have no password to change. The user settings page now reads/api/oidc/config/and hides the "Change password" section in that case. The form is shown when the config request fails or OIDC is off.Shows a hint under "Full Name" and "E-mail" in the user settings while an OIDC account is linked, since the identity provider may overwrite these fields at each sign-in.
Fixes #953.
