Update the grants program page

• Update timelines now the new process is better established
• Clarify that individuals must be able to legally receive funds from the US, and they must comply with their own local tax laws
• Note that all grants are provided in USD and will not be adjusted to account for currency swings
• Note that funds are typically paid at the end of the grant, but small advances may be possible at the Foundation's discretion.
• Provide details of the review process as outlined in Is there anything to improve in the current GraphQL grants program? community-wg#24 (comment)
