WIP: Upgrades Cosmos SDK & ibc-go version

Description

This PR focuses on updating Cosmos SDK, ibc-go versions and their dependencies to the latest version. One of the key updates were made to ic20 precompiles to address breaking changes from ibc v8-v10.(denomTrace -> denom). A new transfer stack for IBC V2 has been set to V2Router and a wasm light client keeper added to support direct IBC Eureka integration.
