Currently the docs live in snparcher/snparcher.github.io which makes it difficult to keep the docs up to date as it requires going to that repo to make the documentation changes in addition to code changes here.
My solution here is to keep all of the docs source in this repo, and then clone this whne building the docs site. We can trigger the building of the docs site from here via CI.
This also gets rid of the old readthedocs config and old markdowns.
