Patch helium-proto to macpie/multibuy2.0 branch, add the new multibuy field (host, port, fail_on_unavailable) to routes with database migration, and add integration tests for create, update, and stream round-tripping of multibuy.
Proto branch macpie/multibuy2.0 has been merged. Remove nextest in favor of cargo test and comment out patch overrides.

Port the PartialMigrator from mobile_config to test that existing routes survive the multibuy column migration with multi_buy as NULL. Also add docker-compose for local dev and minor CI cleanup.
