Description

rosapi in rosbridge exposes a /rosapi/publishers service to get all the publishers for a topic. This change exposes that functionality to the ROSlib client. This is useful if, for example, you want your web application to wait until a topic has at least one publisher.

NOTE: Upstream PR here.
