Adds Accessibility DevKit LLM to the Tooling section.

Alt text generation, WCAG auditing CLI tools, and an MCP server for accessibility workflows. Works with OpenAI, Anthropic, HuggingFace, or Ollama locally. TypeScript + Python monorepo, MIT licensed.

• Alphabetical order (before cc-sessions)
• Follows existing format
• Single addition
