Add Accessibility DevKit LLM to Tooling

Adds Accessibility DevKit LLM to the Tooling section. Alt text generation, WCAG auditing CLI, and MCP server for accessibility workflows. Works with OpenAI, Anthropic, HuggingFace, or Ollama locally. Alphabetical before cc-sessions. Single addition.
