Automate Monthly edition ticket creation (with GitHub Actions?)

I'm tired of creating them manually. It's a cumbersome task, and updates to the template only get implemented once a year (given I create them on a yearly schedule).

I guess GitHub now provides the tools to automates this without additional cost to our group.

I'd love any volunteers to jump in on this!
