That seems to be something different than the Apple Neural Engine? |

@hollance There is zero comment and the packages don't install on MacOS, but anect (the converter) was actually used in m1n1 (Asahi Linux emulation tool) commit regarding the Apple Neural Engine support, so I do believe it is indeed applicable, but very low level.
