Add the host_institute to the ldap sync script, and update the quota fields in ldap based on the host institute only. I.e. ScratchQuota would always be the quota of scratch of a user at the host institute, and can thus have different values at different institutes. The HomeQuota and DataQuota are only relevant for users of the host institute and will be 1 of users of different institutes.
This commit will allow us longer to migrate to the vsc-filesystem scripts.
