minor-version independent version 2 -only bindings, and isn't integrated into the build process yet.

This PR is obviously still a work-in-progress, but the script does work; it's just not sufficiently general yet, and it's not connected to the rest of the build system(s) yet. Depends on the -2737 branch for the |

Build wheel confirmed to walk in an anaconda 3.11 environment on dumbo, despite having been built in a manylinux_2_28 container with python 3.7. |

Add build_mvi_wheel.sh, which is like build_python_wheel.sh, but for the minor-version independent version 2 -only bindings, and isn't integrated into the build process yet.
