I still consider arxiv the 'primary' for arxiv based papers so leaving as is until that changes.

This PR is part of a broader effort to make the Hugging Face ecosystem more consistent. The idea is to use Hugging Face Papers as the default way of linking to research papers, not only in our docs but also in communications, presentations, and so on.
This helps promote HF Papers across our projects and gives users a more uniform, streamlined experience.
