Many users prefer to install applications using the system package manager, or in the case of macOS a tool like Homebrew or MacPorts which can handle many times of packages rather than just Python ones. This is especially true with more distros setting the flag that makes using pip outside of virtualenv's significantly more discouraged and difficult.
