Create Chat Redeems automatically

I'm pretty sure with a change to the requested permissions, the app can CREATE the Channel Point Redeems.

• Select a command that doesn't start with "!",
• Click "create redeem" button. Maybe a little "+twitch logo" icon
• Prompts you for points and any other minimum information
• If it responds with the created ID, create an alias.
• Offer to open the page in a browser so they can edit it more.

Will require a new authorization token.
Maybe don't force the new authorization immediately - just if they try to use the new feature.
