Verifiers don't have access to reports on non-WG RFCs that they sponsored

Med Boucadair reports that he can't see Errata-ID 9090 (a technical report on RFC 10023) on his list to verify it. RFC 10023 is "Source of RFC: IETF - NON WORKING GROUP". Med was the OPS AD who sponsored the document.
