Prepare the next Python SDK release candidate after the snapshot, fork and lifecycle APIs were merged in inclusionAI#128. Set the package version to 0.2.0rc4 and document it as the minimum release for reusable snapshots. Signed-off-by: wayne <rcywjo@gmail.com>
Integrate the merged ADX lifecycle changes and qualified runtime bundles before releasing the next SDK candidate. Preserve the rc4 metadata and snapshot version guidance, and validate the SDK and both distributions on the combined tree. Signed-off-by: wayne <rcywjo@gmail.com>
