[BF] Summary of fix - Fix duplicate id on billing/registration notes.

  • This was preventing the Billing note/preview working correctly. (When billing preview clicked, it togged the Registration note instead.)

[IM] Move "Billing Frequency" out of contact details.

  • Seems more logical to put the "Billing Frequency" field with the other invoice related fields, not in the middle of the contact info.
