Add support for autoMinorVersionUpgrade flag in db-controller.
The logic discussed as a part of DEVOPS-32521 and documented here is as follow:

  1. first checks the value set in the DatabaseClaim's Spec and assign accordingly
  2. If not specified in DBClaim - checks the deployment-configuration ans assign accordingly
  3. If neither is set, assign default value of the dbClaim(which is false ).
