This PR fixes the SBOM/BlackDuck SCA pipeline by adding
run-bundle-install: trueto generateGemfile.lockat runtime, since these repos do not commit aGemfile.lock.ci-main-pull-request-stub-1.0.8.ymltoci-main-pull-request-stub.ymlrun-bundle-install: trueto generateGemfile.lockat runtime for the SBOM/BlackDuck SCA pipeline
