WIP: #180 Additional serializer infinityLoop when using FieldBitLength [3 Unit tests broken]

Infinity loop occurs when trying to parse a binary message that does not fit into the provided type.

This commit adds an additional check when parsing to throw exception if stream.AvailableForReading < 0 (I have used < -1 in order to Allow IOExceptionTest to pass).

This commit breaks following unit tests:

• Issue55Tests Error during deserialization from a NetworkStream, with SubType and IBinarySerializable #55
• Issue124Tests Support for FieldBitLength Binding #124 fails if I add the same check in DeserializeAsync -> Seems to be a bit flaky from before. I added an assertion checking if number of packets are correct before and after deserialization and it should be 2 but returns 1
• ImmutableTest2 -> Seems to be failing before as well (Mac M1, expected 12884901892 actual 0)
• IOExceptionTest - ShouldThrowIOExceptionNotInvalidOperationExceptionTest Solved by setting threshold at -1
