fix: [JENKINS-70276] Fix Rundeck token authentication

Fixing JENKINS-70276.

Current implementation seems to fallback to username + password if set for token authentication. Attempted to change such logic to EITHER token only OR username + password.

Testing done

TBD. Would need integration tests.
