Summary

route port tutorial labels and body text through the localization YAML
localize manifest names shown in the manifest list/detail panel
replace remaining hardcoded port tooltip strings with localization keys

Verification

ruby YAML parse check
LocalKeys coverage check against localization YAML
dotnet build
