docs(HACBS-667): update repository documents
As part of this PR I'm updating the README.md and adding new CONTRIBUTE.md and CODE_OF_CONDUCTS.md files. These files are needed so people engaging with the repository know how to contribute and collaborate with other users. Signed-off-by: David Moreno García <[email protected]>

## Our Pledge | ||

## Enforcement Responsibilities | ||
|
||
Community leaders are responsible for clarifying and enforcing our standards of | ||
acceptable behavior and will take appropriate and fair corrective action in | ||
response to any behavior that they deem inappropriate, threatening, offensive, | ||
or harmful. | ||
|
||
Community leaders have the right and responsibility to remove, edit, or reject | ||
comments, commits, code, wiki edits, issues, and other contributions that are | ||
not aligned to this Code of Conduct, and will communicate reasons for moderation | ||
decisions when appropriate. | ||
|
||
## Scope | ||
|
||
This Code of Conduct applies within all community spaces, and also applies when | ||
an individual is officially representing the community in public spaces. | ||
Examples of representing our community include using an official e-mail address, | ||
posting via an official social media account, or acting as an appointed | ||
representative at an online or offline event. | ||
|
||
## Enforcement | ||
|
||
Instances of abusive, harassing, or otherwise unacceptable behavior may be | ||
reported to the community leaders responsible for enforcement at | ||

All complaints will be reviewed and investigated promptly and fairly. | ||

All community leaders are obligated to respect the privacy and security of the | ||

## Enforcement Guidelines | ||
|
||
Community leaders will follow these Community Impact Guidelines in determining | ||
the consequences for any action they deem in violation of this Code of Conduct: | ||
|
||
### 1. Correction | ||
|
||
**Community Impact**: Use of inappropriate language or other behavior deemed | ||
unprofessional or unwelcome in the community. | ||
|
||
**Consequence**: A private, written warning from community leaders, providing | ||
clarity around the nature of the violation and an explanation of why the | ||
behavior was inappropriate. A public apology may be requested. | ||
|
||
### 2. Warning | ||
|
||
**Community Impact**: A violation through a single incident or series of | ||
actions. | ||
|
||
**Consequence**: A warning with consequences for continued behavior. No | ||
interaction with the people involved, including unsolicited interaction with | ||
those enforcing the Code of Conduct, for a specified period of time. This | ||
includes avoiding interactions in community spaces as well as external channels | ||
like social media. Violating these terms may lead to a temporary or permanent | ||
ban. | ||
|
||
### 3. Temporary Ban | ||
|
||
**Community Impact**: A serious violation of community standards, including | ||
sustained inappropriate behavior. | ||
|
||
**Consequence**: A temporary ban from any sort of interaction or public | ||
communication with the community for a specified period of time. No public or | ||
private interaction with the people involved, including unsolicited interaction | ||
with those enforcing the Code of Conduct, is allowed during this period. | ||
Violating these terms may lead to a permanent ban. | ||
|
||
### 4. Permanent Ban | ||
|
||
**Community Impact**: Demonstrating a pattern of violation of community | ||
standards, including sustained inappropriate behavior, harassment of an | ||
individual, or aggression toward or disparagement of classes of individuals. | ||
|
||
**Consequence**: A permanent ban from any sort of public interaction within the | ||
community. | ||
|
||

Contributions of all kinds are welcome. In particular pull requests are appreciated. The authors and maintainers will endeavor to help walk you through any issues in the pull request discussion, so please feel free to open a pull request even if you are new to such things. | ||

## Code of Conduct | ||
|
||
Our [company values](https://www.redhat.com/en/about/brand/standards/culture) guide us in our day-to-day interactions and decision-making. Our open source projects are no exception and they will define the standards for how to engage with the project through a [code of conduct](CODE_OF_CONDUCT.md). | ||

## Requesting support | ||
|
||
Before you ask a question, it is best to search for existing Issues that might help you. In case you have found a suitable issue and still need clarification, you can write your question in this issue. It is also advisable to search the internet for answers first. | ||

## Reporting Bugs | ||

We use GitHub issues to track bugs and errors. If you run into an issue with the project: | ||

* Open an [Issue](/issues/new). | ||
* Explain the behavior you would expect and the actual behavior. | ||
* Please provide as much context as possible and describe the reproduction steps that someone else can follow to recreate the issue on their own. This usually includes your code. For good bug reports you should isolate the problem and create a reduced test case. | ||

Once it’s filed: | ||
|
||
* The project team will label the issue accordingly. | ||
* A team member will try to reproduce the issue with your provided steps. If there are no reproduction steps or no obvious way to reproduce the issue, the team will ask you for those steps and mark the issue as `needs-reproducer`. Bugs with this tag will not be addressed until they are reproduced. | ||
* If the team is able to reproduce the issue, it will be marked `needs-fix` and left to be implemented by someone. Other labels can be used in addition to better describe the issue or its criticality. | ||

## Requesting a feature | ||

- Use a **clear and descriptive title** for the issue to identify the suggestion. | ||

### Commit message formatting and standards | ||
|
||
The project follows the [Conventional Commits](https://www.conventionalcommits.org/en/v1.0.0/) specification and enforces it using [gitlint](https://jorisroovers.com/gitlint/). The rules for this project are specified in the [.gitlint](.gitlint) config file. There is also a second rule file for the commit description that can be found in the [.github/gitlint directory](.github/gitlint). | ||

The commit message should contain an overall explanation about the change and the motivation behind it. Please note that mentioning a Jira ticket ID or a GitHub issue, isn't a replacement for that. | ||

||

### Pull Requests | ||
|
||
All changes must come from a pull request (PR) and cannot be directly committed. While anyone can engage in activity on a PR, pull requests are only approved by team members. | ||
|
||
Before a pull request can be merged: | ||
|
||
* The content of the PR has to be relevant to the PR itself | ||
* The contribution must follow the style guidelines of this project | ||
* Multiple commits should be used if the PR is complex and clarity can be improved, but they should still relate to a single topic | ||
* For code contributions, tests have to be added/modified to ensure the code works | ||
* There has to be at least one approval | ||
* The feature branch must be rebased so it contains the latest changes from the target branch | ||
* The CI has to pass successfully | ||
* Every comment has to be addressed and resolved |

## Running, building and testing the operator | ||
|
||
This operator provides a [Makefile](Makefile) to run all the usual development tasks. This file can be used by cloning | ||
the repository and running `make` over any of the provided targets. | ||
|
||
### Running the operator locally | ||
|
||
When testing locally (eg. a CRC cluster), the command `make run install` can be used to deploy and run the operator. | ||
If any change has been done in the code, `make manifests generate` should be executed before to generate the new resources | ||
and build the operator. | ||
|
||
### Build and push a new image | ||
|
||
To build the operator and push a new image to the registry, the following commands can be used: | ||
|
||

||
These commands will use the default image and tag. To modify them, new values for `TAG` and `IMG` environment variables | ||

### Running tests | ||
|
||
To test the code, simply run `make test`. This command will fetch all the required dependencies and test the code. The | ||
test coverage will be reported at the end, once all the tests have been executed. | ||

## Disabling Webhooks for local development | ||
|
||
Webhooks require self-signed certificates to validate the resources. To disable webhooks during local development and | ||
testing, export the `ENABLE_WEBHOOKS` variable setting its value to `false` or prepend it while running the operator | ||
using the following command: | ||
|
||
