Downloaded emojis from `https://raw.githubusercontent.com/anyascii/discord-emojis/refs/heads/master/discord-emojis.pretty.json`, removed extra non-emoji keys, and regenerated the emoji list

Update Gradle, Kotlin, CI plugins, and other dependencies to their latest versions
Update the build to use the new publishing plugin and updates the CI variables
