What this PR does / why we need it:
Optimize go build in make release-binary by doing the following things:

  • Set GOCACHE to /go/build-cache/ instead of /tmp/ so that it can be used again in subsequent builds.
  • Mount the host's GOMODCACHE into the container at /go/pkg/mod to reuse the downloaded modules.
  • Mount the host's GOCACHE at /go/build-cache to persist the build cache across runs.

Optimize go build in `make release-binary` by doing the following
things:

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work.
